President Clinton veto congressional bills
November 1995, U.S. President Bill Clinton vetoed a temporary spending bill passed by Congress, the U.S. government because of the cost without forced to shut down some of its institutions, 40% federal employees about 80 people home standby, since 1981, the fifth of the U.S. government closure of some institutions. This unprecedented budget crisis caused by the strong reaction of the American public, Clinton had to cancel the trip to Osaka. U.S. election approaching, the Republican Party that promised to achieve a balanced budget in seven years is an important reason for it to win last year's mid-term elections, this promise will benefit next year's presidential election, so cling to balance the budget and hold. However, the White House against each other, not let Republicans succeed. After a fierce battle, the 19th, the U.S. Senate and House of Representatives passed a temporary spending bill so the government can basically normal operation until December 15, to temporarily end the budget crisis. But Clinton warned that closed some government agencies may repeat itself.
