after the Second World War, the European economy is seriously weakened, there is an urgent need to unite the Marshall Plan, to stabilize the European economy. Britain, France and other 18 countries according to the April 16, 1948 by the European Economic Cooperation Convention established the European Economic Cooperation Organization.
