1954 the French parliament rejected the Treaty of the European defense group, the United States is actively seeking new armed West Germany. In the same year, September 28-October 3, the United States and Britain, France and other NATO member states and the Federal Republic of Germany foreign ministers met in London to discuss the matter. Followed on October 21 to 23, meeting in Paris, reached a series of agreements, collectively referred to as the Paris Agreement. Its main content is to end the occupation of the Federal Republic of Germany, the U.S., Britain, France, but the the 3 armies still stationed in West Germany; accept the Federal Republic of Germany to participate in the Western European Union and NATO, and allow it to create the 50 million people in the army, but may not have atomic, biological and chemical weapons.
